The University Grants Commission has announced the Latest Regulations for the Standards and Regulations of Ph.D. Degree. As per the Notification, there are a few changes in the New Educational Policy, and the students are required to know them complete their Ph. D Degree including Ph.D. in Psychology. These Regulations will be conducted from the academic session 2022-23.
UGC is a government body set up by the Department of Higher Education, Ministry of Education, Government of India in accordance with the UGC Act 1956. UGC regulates the Licensing procedure for Higher Educational Institutions in India and provides them with funds. The Aim of the Institution is to coordinate, Determine and maintain the standards of Higher Education in India. The Headquarters of the same is based in New Delhi and it has six regional centers.
The Notification includes various Highlighted Key points which are as follows:
Title of the Notification: University Grants Commission (Minimum Standards and Procedure for Award of Ph.D. Degree) Regulations, 2022.
Key Points of the Notification:
Eligibility criteria for admission to the Ph.D. Program:
1-year/2-semester master’s degree program after a 4-year/8-semester bachelor’s degree program with at least 55% marks in aggregate.
Or
2-year/4-semester master’s degree program after a 3-year bachelor’s degree program with at least 55% marks in aggregate.
or
Candidates who have completed the M.Phil. program with at least 55% marks in aggregate
Duration of the Programme:
Ph.D. Program shall be for a minimum duration of 3 years, including course work, and a maximum duration of 6 years from the date of admission to the Ph.D. program.
A maximum of additional 2 years can be provided to the student but the course should not exceed the maximum limit of Years
Procedure for admission:
HEIs may admit students who qualify for fellowship/scholarship in UGC-NET/UGC- CSIR NET/GATE/CEED and similar National level tests based on an interview
HEIs may admit students through an Entrance Test conducted at the level of the individual HEI. The Entrance Test syllabus shall consist of 50% of research methodology, and 50% shall be subject-specific.
Students who have secured 50 % marks in the entrance test are eligible to be called for the interview.
Ph.D. through Part-time Mode:
Ph.D. programs through part-time mode will be permitted, provided all the conditions stipulated in these Regulations are fulfilled.
The Higher Educational Institution concerned shall obtain a “No Objection Certificate” through the candidate for a part-time Ph.D. program from the appropriate authority in the organization where the candidate is employed, clearly stating that:
i. The candidate is permitted to pursue studies on a part-time basis.
ii. His/her official duties permit him/her to devote sufficient time to research.
iii. If required, he/she will be relieved from the duty to complete the coursework.
Notwithstanding anything contained in these Regulations or any other law, for the time being in force, no Higher Educational Institution or research institution of the Central Government or a State Government shall conduct Ph.D. programs through distance and/or online mode
Grant of M.Phil. Degree:
Higher Educational Institutions shall not offer the M.Phil. (Master of Philosophy) program.
